Organisation of the Civil Aviation Authority


The Finnish Civil Aviation Authority is organised into five departments, plus the
Communications unit and the Development and Quality Unit. The Authority is
managed by Mr Kim Salonen, Director General. The Director General is assisted
by a Management Group, which consists of all department directors, the Development
and Quality Manager and the Head of Communications.

The Director General leads and develops the operations of the Civil Aviation Authority in line with objectives determined by the Ministry of Transport and Communications and the budget established by the parliament.

The Director General of the Civil Aviation Authority is a leading figure in Finnish aviation. The Director General or a person appointed by him represents Finland at international forums, unless otherwise prescribed in Finnish legislation, international treaties, or by decisions of the Council of State or the Ministry of Transport and Communications.

Management Board of the Civil Aviation Authority

The Director General is assisted by a Management Board, which includes all department directors as well as other persons specifically appointed or invited by the Director. The Management Board discusses issues related to the management and development of the Civil Aviation Authority, at the discretion of the Director General.

The Communications Unit is in charge of internal and external communications of the whole organisation. It gives information to the media and takes care of media relations.

The Communications Unit also attends to publications which have an effect on the authority’s image. This includes brochures and annual reports, as well as planning and implementing the contents and layout of the authority’s website.

Moreover, the Communications Unit provides instructions on harmonising the visual image of the authority and gives advice on their application.

The Air Navigation Services and Aerodromes Department is responsible for approvals and oversight of air navigation services, aerodromes, and obstacles to air navigation. The Department is also in charge of airspace allocation.

In addition, the Air Navigation Services and Aerodromes Department handles and analyses occurrence reports, in co-ordination with the Finnish Accident Investigation Board. It also keeps aviation statistics.

The Air Navigation Services and Aerodromes Department prepares regulations and statements within its own sector.

The Airworthiness Department is in charge of approvals and oversight in the field of aircraft airworthiness, manufacture, design, emissions and maintenance. It also prepares regulations and statements within its own sector.

The Airworthiness Department also attends to approvals and oversight of sport aviation, except for recreational pilot licences and training approvals, and prepares regulations and statements with regard to sport aviation.

The Airworthiness Department assists the European Aviation Safety Agency, EASA, in the approval of aircraft modification plans and design organisations.

The Flight Operations and Licensing Department consists of two Divisions: the Flight Operations Division and the Training and Licensing Division, plus a separate Aeromedical Section. The Flight Operations Division attends to various approvals and oversight related to flight operations, including ramp inspections, and prepares regulations and statements within its own sector.

The Training and Licensing Division is in charge of training approvals, licences, flight and theory examinations and proficiency checks, including their oversight, and prepares regulations and statements within its own sector.

The Aeromedical Section issues and oversees medical certificates.

The Air Transport Department is responsible for ensuring that the Civil Aviation Authority’s regulations are prepared in accordance with the law. The Department monitors the preparation of regulations and maintains the working programme for drafting regulations.

The Air Transport Department also administers the air services agreements in which Finland is involved. It attends to operating authorisations required for scheduled flights and landing permissions for non-scheduled flights. In addition, the Department issues Operating Licences to Finnish operators and oversees them.

The Air Transport Department attends to permissions and oversight related to civil aviation security.
It also prepares regulations within its own sector, and assists the Director General in managing the Civil Aviation Authority’s international relations.

The Administrative Services Department takes care of the Civil Aviation Authority’s internal services, such as financial, legal and personnel services, customer and information services and information management.

The Administrative Services Department maintains the aircraft register and grants mortgages on aircraft.

The Administrative Services Department also provides legal services to other departments.

The Development and Quality Unit maintains and develops the Civil Aviation Authority’s operations and quality system. The system includes a quality management system in compliance with the ISO 9001:2000 standard.

The Development and Quality Unit also attends to the improvement of staff professional skills, and plans, develops and co-ordinates staff training together with the departments concerned.

The Development and Quality Unit assists the Director General with the Civil Aviation Authority’s internal and other development projects and in processes related to management and guidance of operations.

The Regulations Unit is responsible for ensuring that the Civil Aviation Authority’s regulations are prepared in accordance with the law. It also makes sure that the Finnish aviation regulations form a coherent and systematic whole, which meets the international obligations of Finland. For this purpose, the Regulations Unit monitors, instructs and co-ordinates the preparation of regulations. The Unit also maintains the working programme for drafting regulations.

In addition, the Regulations Unit co-ordinates the preparation of Finland’s responses to requests for statement from international organisations and the European Union.

The Sport Aviation Unit oversees the whole field of sport aviation in Finland, including the equipment used. It is assisted by the Finnish Aeronautical Association (SIL). The Sport Aviation Unit specializes in all issues related to sport aviation, except for pilot licensing. The Unit also prepares regulations and statements with regard to sport aviation.

The Aviation Products Unit is responsible for approvals and oversight in the field of aircraft airworthiness, manufacture, design and emissions. It also prepares regulations and statements within its own sector.

The Aviation Products Unit assists the European Aviation Safety Agency, EASA, in the approval of modification plans and design organisations for its own part.

The Maintenance Unit is in charge of approvals and oversight related to aircraft maintenance, i.e. continuing airworthiness. The Unit issues continuing airworthiness management organisation approvals and maintenance organisation approvals to holders of air operator certificates. It also inspects such organisations and aircraft.

Regulations on continuing airworthiness are mainly drafted by the European Union and European Aviation Safety Agency, EASA. The Maintenance Unit works in co-operation with EASA with regard to standardisation and common requirements.

The Air Transport Policy Unit supervises the compliance with Finland’s air services agreements. The unit grants operating authorisations for scheduled flights and flight permits for non-scheduled flights and supervises these permits.

The Air Transport Policy Unit assists the Director General in managing the Civil Aviation Authority’s international relations and co-ordinates when necessary the contacts with civil aviation authorities of other countries. The unit facilitates the cooperation between undertakings and authorities at the airports in order to improve the smoothness of air transport.
