Commission maintains a list of air carriers banned from flying into EU

To enhance flight safety, the European Commission has published a list of air carriers
subject to an operating ban within the European Union. The operating bans are based
on non-compliances with safety standards detected by aviation authorities of EU
member states.

Commission’s list of banned air carriers (pdf)
The list of air carriers subject to an operating ban within EU was first released on 22 March 2006 on the Transport section of the European Commission’s Internet site, page Air transport.

The list contains all operating bans issued by aviation authorities of EU member states within their own territory. The Commission maintains the list and revises it where necessary, at least every three months. The list is based on regulation (EC) No 2111/2005 (pdf) of the European Parliament and of the Council on the establishment of a Community list of air carriers subject to an operating ban within the Community and on informing air transport passengers of the identity of the operating air carrier.
